Free money on the water? Grants and incentives for electric boats in Europe
Grants and incentives for electric boats in Europe: France's CEE scheme, Dutch battery subsidies for ships, and what private owners can expect.
13 October 2026 · 3 min read
Electric cars came with grants, tax breaks and free parking. So where is the same deal for electric boats?
Mostly, it is not there yet. Europe spends real money on electrifying ferries, workboats and ships, but private leisure boats get far less. There are exceptions, though, and some are worth real money if you qualify.
We went looking for the schemes that exist, who they are for and how they work. Treat this as a starting point: grants change often, so check the scheme's own page before you plan around it.
The big picture: commercial first
Most public money for electric boats goes to commercial vessels. That is where the emissions savings are largest and where governments have targets to hit.
Norway's energy agency Enova, for example, funds electric vessel projects (Baird Maritime). The Netherlands runs a scheme for batteries and charging on sea-going ships. Both are aimed at shipowners and operators, not weekend boaters.
If you run a business on the water, this is good news. If you are buying a boat for yourself, look at France first.
France: the CEE scheme, a rare open break
France's CEE scheme (certificats d'économies d'énergie) has a fiche for boats: TRA-EQ-127, for buying a new fully electric or hybrid boat that navigates inland waterways (Calcul CEE).
Key points:
- Who and what. Boats for passenger or freight transport, operations and maintenance, and inland pleasure boating.
- Propulsion. Fully electric, series hybrid or parallel hybrid. Hybrids need a hybridisation rate of at least 50 percent.
- Equipment. The boat needs a way to count engine hours, such as an hour meter or the battery management system.
- Amount. Calculated from a coefficient multiplied by engine hours and engine power in kW. For an electric pleasure boat the coefficient is 31.96; professional categories have higher coefficients.
- Deadline. Claims must be filed within 12 months of the end of the recorded usage period. The fiche is repealed on 1 July 2028.
Source: Calcul CEE. The same page mentions regional subsidies, the PAMI programme for France's inland fleet, EU regional funds and ADEME calls for projects for professional operators.
The Netherlands: batteries for sea-going ships
The Dutch scheme for battery-electric sailing in sea ports funds batteries and charging for sea-going ships (RVO).
- Who. Shipowners registered with the Dutch Chamber of Commerce.
- How much. Up to 50 percent of battery costs and up to 40 percent of charging infrastructure costs, capped at 3 million euros per applicant.
- Budget. 13.57 million euros in total, with 7 million euros in 2026.
- When. The 2026 window ran from 19 May to 10 September 2026. The scheme opens again in 2027.
This is for commercial ships, not leisure boats, but it shows the direction of travel.
Private owners: reading the conditions
If you are buying a boat for yourself, expect to find little at national level outside France. Places to look:
- Your region. Regional authorities sometimes fund electric boats or conversions, especially on protected lakes and rivers.
- Waterway authorities. Some fund charging points rather than boats.
- Energy agencies. Check whether any charger or battery support covers marine use.
Ask before you buy. Many schemes require you to apply before the purchase, not after.
Businesses: where the stoke is
For rental firms, harbours, hotels and passenger operators, the picture is brighter. Commercial schemes can cover a large share of battery and charging costs, and France's CEE coefficients are higher for professional boats.
Our guides to renting out electric boats, the harbour guide and electric boats for hotels cover the business side.
Our verdict: check before you buy
So, is there free money for your electric boat? If you are in France and buying a new boat for inland waters, possibly yes. Elsewhere, for private owners, mostly not yet.
For businesses, the grants are real and growing. Whoever you are, check the scheme's own page, apply before you buy where required, and do not let a grant you have not secured decide the purchase.
Questions
Are there grants for buying an electric boat?
Few for private owners. France's CEE scheme TRA-EQ-127 is a notable exception that includes inland pleasure boats. Most other schemes are for commercial vessels and shipowners.
What is the French CEE scheme for electric boats?
CEE fiche TRA-EQ-127 supports buying a new fully electric or hybrid boat that navigates inland waterways. The amount depends on engine power and engine hours, and the fiche is repealed on 1 July 2028.
Can private owners get the Dutch electric shipping subsidy?
No. The Dutch scheme for battery-electric sailing in sea ports is for shipowners registered with the Chamber of Commerce and for sea-going ships.
Where can I find local grants for electric boats?
Ask your regional authority, waterway authority and energy agency. Some regions in France fund the purchase or conversion of electric boats, but schemes change often.
