Licence for boats under 12 mNone required.
Licence for larger boatsSkepparexamen or higher for boats over 12 m long and over 4 m wide.
Jet-propelled sit-on craft under 4 mFörarbevis (operator certificate) required since 1 May 2022, electric or combustion. Minimum age 15.
Where jet skis may rideCombustion jet skis are limited to public fairways and approved areas on paper. Enforcement is suspended. The rule does not cover electric craft.
RegistrationOnly for recreational boats over 15 m.
Alcohol limit0.2 per mille for boats of 10 m or more, or able to reach 15 knots.
LifejacketStrongly recommended. We found no general legal requirement to wear one.
Speed limits and motor bansLocal, set by the county administrative board (länsstyrelsen).
Compare with other countries

Sweden has some of the friendliest boating rules in Europe. No licence for most boats, no national register for small ones, and more lakes than anyone has time to paddle out on. Visitors from countries that want an exam for a small outboard tend to look around for the catch.

There are a few. Jet-propelled craft need a certificate, and that rule quietly includes electric ones. Speed limits and motor bans are local, set county by county. And a couple of rules that look strict on paper are not enforced at all.

We went through the laws and the authorities' own pages so you know which rules bite and which are just old paperwork.

Paddle out without a licence: boats under 12 m

For most boats, Sweden asks for nothing. Transportstyrelsen, the Swedish Transport Agency, says there is no licence requirement for boats under 12 m long and 4 m wide. It makes no difference whether the motor burns petrol or runs on a battery.

Above that size, the rule changes. For boats over 12 m long and over 4 m wide, the person in command needs skepparexamen, kustskepparexamen or a higher nautical qualification.

No licence does not mean no responsibility. Transportstyrelsen recommends that everyone on the water knows the basic navigation rules, safety on board and how their boat behaves in local conditions. Voluntary courses for the förarintyg are widely available, and some charter companies ask for one.

The jet ski rule that catches electric riders

This is the set wave in Swedish boating law, and it is easy to miss.

Since 1 May 2022, anyone riding a vattenskoter, a personal watercraft or jet ski, needs a förarbevis, an operator certificate. The law defines a vattenskoter as a craft with a hull under 4 m that:

  • is driven mainly by a water jet, and
  • is designed to be ridden by people sitting, standing or kneeling on the hull rather than inside it.

The definition says nothing about the engine. An electric craft with a water jet is covered in the same way as a petrol one. A craft that is not driven by a water jet falls outside it.

The rest of the rule:

  • The minimum age to get a förarbevis, and to ride, is 15.
  • Riders from other EEA countries may use a certificate from their home country, carried together with ID.
  • Riding without the right certificate is punished with a fine. So is lending your craft to someone who does not have one.

Think of it as the locals checking your papers before you take a wave. If your electric toy has a water jet and you sit on it, assume the rule applies to you.

Where jet skis may ride: the rule nobody enforces

Here comes the wipeout of Swedish regulation. A 1993 ordinance bans jet skis everywhere except public fairways and areas that a county administrative board has approved.

On paper, that is strict. In practice, the ordinance's validity has been questioned since a ruling by the EU Court of Justice, and Naturvårdsverket, the Swedish Environmental Protection Agency, says no one currently supervises compliance with it.

Two things still apply:

  • The general maritime traffic rules and the Environmental Code. You must ride safely and avoid causing harm or disturbance to people and nature.
  • Since 1 July 2021, police can fine riders on the spot for riding in a disturbing way.

The 1993 ordinance also defines a jet ski by its combustion engine. Electric craft are outside it altogether. That is not a licence to ride wherever you like: local bans, nature reserves and the general duty of care apply to everything that floats.

Local rules: every bay has its own line-up

Sweden has no national speed limit on the water. Speed limits, motor bans and other restrictions are set locally by the county administrative boards, the länsstyrelser, under the maritime traffic ordinance. They can limit speed, ban anchoring and restrict how a water area is used, for safety or for environmental reasons.

In practice, this means:

  • Speed limits in narrow channels, harbours and busy sounds, usually signposted.
  • Restrictions in nature reserves and bird protection areas, often seasonal.
  • A handful of drinking-water lakes where combustion engines are banned.

The rules sit in each county's own collection of regulations, so they differ from Stockholm to Västra Götaland. Before a dawn patrol on a new lake, check the county board's website and the signs at the launch.

We list the Swedish waters we know of in our register of electric-only waters. Several of them are still marked unverified, so treat them as a starting point.

Registration, alcohol and lifejackets

Registration

Small boats are not registered in Sweden. Recreational boats must be entered in the ship register only if they are over 15 m long. Commercial boats from 5 m must be registered.

Alcohol

The limit is 0.2 per mille, the same as on the road. It applies to boats that are at least 10 m long or that can reach 15 knots under engine. Aggravated drunk boating starts at 1.0 per mille. The Coast Guard and police carry out random checks, and for hulls under 10 m they may test-run the boat to see if it reaches 15 knots.

For smaller, slower boats, you can still be convicted if you are too impaired to handle the boat safely.

Lifejackets

We found no general legal requirement to wear a lifejacket on a recreational boat in Sweden. Kustbevakningen, the Coast Guard, advises everyone to wear one. Swedish water is cold for much of the year, so take the advice.

Charging and transport

Electric boaters in Sweden can find shore power and a growing number of dedicated chargers along the west coast, around Stockholm and on the Göta Canal. See the charging map for Sweden and our guide on how to charge an electric boat.

Taking your battery by car or ferry has its own rules. See Transporting lithium boat batteries.

Our verdict: easy entry, read the small print

So, is Sweden as easy as it looks? Mostly, yes. For a small electric boat on a lake or along the coast, you need no licence, no registration and no exam. That is stoke-worthy by European standards.

The catches are specific. If your craft is jet-propelled and you ride on it, get a förarbevis, whatever powers it. And because speed limits and motor bans are set locally, the rule on one lake tells you nothing about the next. Check the county board's regulations before you launch, and wear the lifejacket even though no one makes you.

Questions

Do I need a licence to drive an electric boat in Sweden?

Not for boats under 12 m long and 4 m wide. Above that, the person in command needs skepparexamen, kustskepparexamen or a higher qualification.

Do I need a licence for an electric jet ski in Sweden?

Yes, if it is under 4 m, driven mainly by a water jet and ridden on rather than in. The förarbevis law defines the craft by the water jet, not the engine, so electric craft are included.

How old do you have to be to ride a jet ski in Sweden?

15. The same age applies to getting a förarbevis.

Do boats have to be registered in Sweden?

Recreational boats only have to be registered if they are over 15 m long. Commercial boats from 5 m must be registered.

What is the alcohol limit for boating in Sweden?

0.2 per mille for boats that are at least 10 m long or can reach 15 knots. Aggravated drunk boating starts at 1.0 per mille.
