Norway was built for boats. A coastline that folds in on itself for ever, and fjords deep enough to swallow mountains. It is also a country that has gone further than most with electric cars and electric ferries.
For private boaters, the rules are friendly and a little unusual. Your birth year decides whether you need a licence. Your boat's length decides whether you must wear a lifejacket. And the smallest lakes are closed to almost everything with a motor, batteries included.
We went through the rules from the Norwegian Maritime Authority and the ministries so you know which ones apply to you.
Head out by birth year: the licence
A båtførerbevis, the Norwegian boating licence, is required to drive:
- a boat over 8 m, or
- a boat with a motor of more than 25 hp,
if you were born in 1980 or later. If you were born before 1980, the rule does not apply to you.
Larger and faster craft need more:
- Boats of 15 to 24 m. A fritidsskippersertifikat (D5L).
- Craft that can reach 50 knots or more. A høyhastighetsbevis, a high-speed certificate. This also applies to jet skis.
Over-16s may drive boats under 8 m with engines above 10 hp and up to 25 hp without a licence. With a båtførerbevis, which can be taken from 16, they may drive any recreational boat under 15 m.
Age limits: the young locals
The minimum age is 16 to drive a boat with an engine above 10 hp, or 7.5 kW. Under-16s may drive boats with engines up to 10 hp. The earlier rule that also limited under-16s to 10 knots has been removed.
For electric outboards, 7.5 kW is the number to remember if young crew will take the helm.
The lifejacket law: no paddling out without one
Norway has a legal duty to wear a lifejacket:
- On boats under 8 m, everyone outdoors must wear flotation equipment while the boat is moving.
- On boats of 8 m and more, wearing one is recommended.
- There must be flotation equipment for every person on board.
- The skipper is responsible for making sure anyone under 15 wears it.
Norwegian water is cold even in summer. The rule is there for a reason.
Speed, swimmers and local rules
Within 50 m of people bathing or bathing buoys, the limit is 5 knots. Beyond that, speed limits are set locally by municipalities, and they vary from one fjord to the next. The Norwegian Coastal Administration's free BåtFart app shows them.
Think of it as checking the local break before you drop in. What is legal at the mouth of a fjord may not be at the head of it.
Jet skis: same rules as everyone else
In Norway, jet skis are governed by largely the same rules as other boats:
- 5 knots within 50 m of swimmers,
- riders always wear a buoyancy vest,
- the rider must be at least 16 for craft above 10 hp,
- a båtførerbevis is needed above 25 hp for anyone born in 1980 or later,
- the high-speed certificate applies at 50 knots or more.
Many municipalities have their own jet ski rules for their waters, and some national parks and protected landscapes do too. Ask the municipality before you launch.
Small lakes: batteries are not a free pass
Here the wipeout catches electric boaters by surprise. Under Norway's rules on motor traffic in the outdoors, motorboats are basically banned on lakes smaller than 2 km², and the ban includes electric motors.
Municipalities may allow electric motors up to 800 W on these lakes, by local regulation or individual exemption. On larger lakes and rivers, local rules decide. Check with the municipality before you carry a motor to a mountain lake.
Our register of electric-only waters in Norway lists what we have found so far.
Alcohol: avoid the wipeout
The limit is 0.8 per mille for boats under 15 m and 0.2 per mille for boats of 15 m or more. The authorities advise against drinking at all before driving a boat.
What about the fjords?
You may have read that Norway's World Heritage fjords are going zero-emission. That rule is for passenger ships, not private boats. We explain what it covers in Norway's zero-emission fjords.
Charging after the session
Norway has a dense network of marina chargers, many run by Plug, from the Oslofjord to Lofoten, including some of the most powerful DC chargers on our map. See the charging map for Norway and our guide on fast charging for boats.
Our verdict: friendly, with three rules to respect
So, how does Norway treat electric boaters? Well. Most small electric boats need no licence, and the coast has the charging network to match.
Three rules matter. Check your birth year and your boat against the licence rule. Wear the lifejacket on any boat under 8 m. And do not assume an electric motor gets you onto a small lake, because on lakes under 2 km² it usually does not.
For the same rules elsewhere, see boat licence rules across Europe and personal watercraft rules in Europe.
