Float first: lifejacket rules for boaters in Europe
Where you must wear a lifejacket on a boat in Europe and where you only have to carry one: Norway, Finland, Italy, Poland, Germany, Sweden and more.

Every surfer knows the moment: you go under, the board is somewhere else and the next wave is already coming. On a surfboard, the leash and your lungs save you. On a boat, the lifejacket does, if you are wearing it.
The law is less consistent than the water. A few countries make you wear one. Most only make you carry one. Some, as far as we can find, ask for neither on a small recreational boat.
We went through the rules in the countries we cover. Here is where the line falls, and why the law is the minimum rather than the advice.
Two kinds of rule: wear it or carry it
The rules split into two groups:
- Duty to wear. Everyone on board, or everyone in a given situation, must wear a lifejacket.
- Duty to carry. There must be a lifejacket on board for every person, but wearing it is your choice.
Jet skis and boards are a third case. Almost everywhere we looked, riders must wear one.
Wear it: Norway sets the standard
Norway has the clearest duty to wear among the countries we checked. On boats under 8 m, everyone outdoors must wear flotation equipment while the boat is moving. On boats of 8 m and more, wearing one is recommended. There must be flotation equipment for every person, and the skipper is responsible for making sure anyone under 15 wears it (Sjøfartsdirektoratet).
Several countries have narrower duties to wear:
- Austria. Everyone on deck must wear a lifejacket while passing through a lock on the Danube (ÖAMTC).
- Italy. Lifejackets must be worn when sailing alone at night or when conditions require, and children must wear one sized for them when conditions require (Navighiamo in regola).
- Switzerland. Stand-up paddlers must carry a buoyancy aid of at least 50 N when 300 m or more from shore and on rivers (Kantonspolizei Bern).
Carry it: one for every person
The most common rule is a lifejacket on board for everyone:
| Country | Rule |
|---|---|
| Finland | One per person on motorboats and sailboats over 5 m. Wearing not required |
| Italy | One per person on board, of the right type for the distance |
| Poland | Enough for everyone on board, plus lifebuoys and extinguishers by boat size |
| Netherlands | One per person on fast motorboats. Fines from 55 euros for one missing |
| Austria, Lake Constance | One unsinkable lifejacket per person, plus a throwable buoy with at least 10 m of line |
Finland may move from carry to wear. A Traficom report from June 2025 proposed making lifejackets mandatory, especially in open boats (Traficom).
Recommended only
In Sweden, we found no general legal requirement to wear a lifejacket on a recreational boat. The Coast Guard advises everyone to wear one (Kustbevakningen).
In other countries we checked, including the UK and Germany for ordinary recreational boats, we did not confirm a national duty to wear one. Local rules, charter companies and clubs often set their own.
Jet skis and boards: wear it, always
Riders of jet skis are the most consistently covered:
- Germany. In jet ski zones on federal waterways, riders wear a lifejacket with at least 50 N (WasMotRV).
- France. 50 N up to 2 nautical miles from shelter, 100 N between 2 and 6 miles, plus neoprene of at least 2 mm since late 2023 (Figaro Nautisme).
- Italy. Riders and passengers wear at least 50 N at all times.
- Austria. In Danube jet ski zones, a lifejacket and a helmet (Land Niederösterreich).
- Norway. All jet ski riders wear a buoyancy vest (Regjeringen).
None of these rules depend on the fuel. On an electric jet ski or board, wear it.
What the numbers mean
Lifejackets and buoyancy aids are rated in newtons. The rules we found use 50 N as the minimum for jet skis and close to shore, and France asks for 100 N further out. A higher rating floats you higher and is more likely to turn you face up.
Two practical points:
- Fit beats rating. A jacket that rides up over your ears in the water does little. Follow the maker's sizing, especially for children.
- Inflatables need care. Automatic jackets must be serviced and rearmed as the maker says. An unarmed jacket is a scarf.
Our verdict: wear it, whatever the law says
So, must you wear a lifejacket? In Norway on a small boat, yes. On a jet ski, almost everywhere. Elsewhere, the law usually asks only that one is on board.
The law is the minimum. Northern and Alpine water is cold for much of the year, and a fall from a quiet electric boat is as wet as one from a loud petrol one. Wear it on every session.

Questions
Do I have to wear a lifejacket on a boat in Norway?
Yes, on boats under 8 m when you are outdoors and the boat is moving. The skipper must make sure anyone under 15 wears one.
Do I have to wear a lifejacket in Sweden?
We found no general legal requirement to wear one on a recreational boat. The Swedish Coast Guard advises everyone to wear one.
Is a lifejacket mandatory on a boat in Finland?
Motorboats and sailboats over 5 m must carry a correctly sized lifejacket or flotation device for every person on board. Wearing one is not required, although a 2025 report proposed making it mandatory.
Do jet ski riders have to wear a lifejacket?
In most countries we checked, yes. Germany requires at least 50 N in jet ski zones, Italy requires at least 50 N for riders and passengers, and France requires 50 N within 2 miles and 100 N beyond.
What buoyancy should a lifejacket have?
Rules we found set minimums of 50 N for jet skis and close to shore, and 100 N further out in France. Choose by where you go and who wears it, and follow the maker's sizing.
