The 7.5 kW line: electric boat rules in Germany
Last updated 2026-10-12

At a glance
| Licence, electric | Sportbootführerschein required above 7.5 kW, since 1 January 2023. |
|---|---|
| Licence, combustion | Required above 11.03 kW (15 PS). |
| Minimum age | 16 to drive a motorboat on federal inland waterways, with narrow exceptions. |
| Registration mark | Required on federal inland waterways for motorboats above 2.21 kW. Smaller boats show name and owner's address. |
| Alcohol limit | 0.5 per mille on inland waterways and at sea. 0.8 per mille on Lake Constance. |
| Jet skis | On federal inland waterways, only in released zones, 07:00 to 20:00. The rule applies whatever the drive. |
| Lakes | Set by each state. Many lakes ban combustion engines or require a permit for any motorboat. |
Germany likes its rules written down, and its boating rules are no exception. A licence threshold measured to two decimals, registration marks with a minimum letter height and a separate ordinance for jet skis.
For electric boaters, one number stands out. Since 1 January 2023, Germany has had a lower licence limit for electric motors than for petrol ones. Germany is the only country we know of in Europe to do that.
We went through the rules so you know which motor you can run without a licence, where it needs a number on the side, and which lakes want a permit first.
Paddle out under 7.5 kW: the licence
A Sportbootführerschein, the German boat licence, is required:
- for electric motors above 7.5 kW,
- for combustion engines above 11.03 kW, which is 15 PS.
The electric limit was cut from 11.03 kW to 7.5 kW on 1 January 2023, with no transition period. The reasoning given was that electric motors are more efficient and have more torque, so the same rated power accelerates a boat harder. Owners of electric boats between the two limits needed a licence from one season to the next.
The minimum age to drive a motorboat on federal inland waterways is 16. A narrow exception allows 12-year-olds with a water sports club card to drive boats up to 5 m with no more than 3.68 kW on certain rivers.
If you are buying for licence-free use, check the motor's rated power on its plate and stay at or below 7.5 kW. Our buyer's guide to electric outboards sorts motors by power class.
Numbers on the side: registration marks
On federal inland waterways, including the Rhine, Mosel and Danube, small craft under 20 m need an official registration mark. The exemptions include:
- human-powered craft and dinghies,
- sailing boats without a motor up to 5.50 m,
- motorboats with no more than 2.21 kW.
Exempt boats still need identification: the boat's name on the outside and the owner's name and address on the inside. Marks are at least 10 cm high, permanent and in a contrasting colour.
Think of it as the locals wanting to know whose board is in the line-up. A 3 kW electric outboard already puts you over the limit.
Jet skis: zones only
Germany handles jet skis with a separate ordinance, the Wassermotorräder-Verordnung. On federal inland waterways, riding is banned except in zones released by sign E.22. The released zones are published in the Verkehrsblatt.
In those zones:
- riding is allowed only from 07:00 to 20:00, between sunrise and sunset, with visibility over 1,000 m,
- the craft needs a kill switch that stops the engine or slows it to circling speed if the rider falls off,
- riders wear a lifejacket with at least 50 N of buoyancy,
- launching is allowed only from paved slipways or by crane.
You may ride the shortest route from the launch to a released zone.
The ordinance defines jet skis by type, not by engine. Electric craft are covered the same way as petrol ones. On the water, the locals do not care what is under the seat.
Lakes: every state sets its own line-up
Federal rules cover the federal waterways. Lakes are mostly a matter for the states, and the rules vary widely.
- Bavaria. Motorboats on many lakes need a permit from the district office. Combustion permits are generally issued only on Starnberger See and Ammersee, with caps of 280 and 150. Electric boats can get permits on lakes open to motorboats.
- Tegernsee, Schliersee and Spitzingsee. The district of Miesbach bans motorboats and names electric foil boards as banned too.
- Other states. Edersee and Diemelsee ban combustion engines. Steinhuder Meer allows electric motors up to 10 hp on boats up to 7.60 m.

Alcohol and safety: avoid the wipeout
Alcohol
The limit is 0.5 per mille on inland waterways and at sea, and 0.8 per mille on Lake Constance. From 0.3 per mille, you can be judged unfit if you show signs of impairment. From 1.1 per mille, it is a criminal offence. Fines between 0.5 and 1.09 per mille run from 350 to 2,500 euros inland and from 750 to 2,500 euros at sea.
Lifejackets
Jet ski riders must wear one. For other recreational boats, we did not confirm a general requirement to wear a lifejacket. Wear one anyway.
Charging after the session
Germany has a growing network of marina chargers, particularly in Brandenburg and on Lake Constance. See the charging map for Germany and our guide on how to charge an electric boat.
Our verdict: know your kilowatts
So, how electric-friendly is Germany? Very, as long as you know your numbers. Under 7.5 kW you need no licence, and many lakes that are closed to petrol boats welcome a small electric one, sometimes with a permit.
The traps are specific. Electric motors get a lower licence limit than petrol, a boat above 2.21 kW needs a registration mark on federal waterways, and electric jet skis are held to the same zone rules as petrol ones. Check the plate, check the lake, then paddle out.
For the same rules elsewhere, see boat licence rules across Europe and personal watercraft rules in Europe.
Questions
Do I need a licence for an electric boat in Germany?
Yes, if the electric motor is rated above 7.5 kW. Below that, no licence is needed. The limit for combustion engines is 11.03 kW.
Does my electric boat need a registration number in Germany?
On federal inland waterways, yes if the motor is above 2.21 kW. Smaller boats must show a name outside and the owner's name and address inside.
What is the alcohol limit for boating in Germany?
0.5 per mille on inland waterways and at sea, and 0.8 per mille on Lake Constance. From 1.1 per mille it is a criminal offence.
Where can I ride a jet ski in Germany?
On federal inland waterways, only in zones released by sign E.22, between 07:00 and 20:00 and with good visibility. The ordinance does not distinguish between petrol and electric craft.
Can I use an electric boat on Bavarian lakes?
On many, with a permit from the district office. Bavaria issues combustion permits only on Starnberger See and Ammersee, while electric boats can get permits on lakes open to motorboats.
