Zero tolerance, 122 quiet waters: electric boat rules in Czechia
Last updated 2026-10-12

At a glance
| Without a licence | Small craft up to 4 kW and up to 1,000 kg including load. Motorised ones from age 15. |
|---|---|
| Licence | M20 for motors up to 20 kW, theory exam only. M for any power, theory and practice. From 16. |
| Registration | Not for the small craft that need no licence. Other small and recreational craft are registered. |
| Alcohol | Zero tolerance for motorboats and pedal boats. |
| Combustion bans | 61 reservoirs and 61 river stretches closed to combustion engines, hybrids included. Pure electric not regulated by the ban. |
Czechia has no sea, but it has reservoirs, rivers and a strong tradition of canoeing and summer cottages by the water. Motorboats share that water with paddlers, swimmers and anglers, and the rules reflect it.
For electric boaters, two things stand out. A small electric boat under 4 kW needs no licence. And a national decree has closed more than a hundred waters to combustion engines, with no ban on pure electric motors.
The third thing to know is less friendly: alcohol is zero tolerance. We went through the rules so you know all three before you paddle out.
Paddle out under 4 kW: no licence
A licence is not needed for "selected small craft", defined as:
- an engine of up to 4 kW,
- a hull weight of up to 1,000 kg including permitted load,
- a sail area of up to 12 m², for sailing craft.
Motorised craft of this kind may be driven from age 15. These craft also do not need to be registered.
A small electric outboard on a light boat fits comfortably under the limit. A heavier electric day boat may not, even with a small motor, because the weight counts too.
Licences: M20 covers most electric boats
Above the licence-free limit, Czechia has several categories of licence for small and recreational craft:
| Licence | Covers | Exam | Minimum age |
|---|---|---|---|
| M20 | Motors up to 20 kW, and non-motor craft | Theory only | 16 |
| M | Motor and non-motor craft, any power | Theory and practice | 16 |
| S20 | Sailing craft up to 20 m² | Theory only | 16 |
| S | Sailing craft, any sail area | Theory and practice | 16 |
| M24 | Recreational craft up to 24 m, Czechia only | Practice | 20, after 4 years with M |
For electric boats up to 20 kW, the M20 is the obvious choice: a theory exam, no practical test.
Registration
The selected small craft above are not registered. Other small and recreational craft are registered with the State Navigation Administration. Floating structures up to 10,000 kg and 20 m are also exempt.
The combustion bans: locals only, petrol need not apply
This is the set wave for electric boaters. Decree 46/2015 bans vessels with combustion engines, including hybrids, on:
- 61 reservoirs, including Seč, Lipno II, Nové Mlýny II, Luhačovice and Slezská Harta,
- 61 river stretches, including parts of the Labe, Metuje, Orlice, Chrudimka, Jizera, Ohře, Morava, Svratka and Dyje.
The decree does not regulate pure electric motors. In practice, that makes Czechia one of the larger networks of combustion-free water we have found. Local rules for individual waters, such as reservoirs used for drinking water, can still apply, so check before a dawn patrol.

Alcohol: zero means zero
For anyone driving a motorboat or a pedal boat, the rule is zero alcohol. The only exception is for some unregistered non-powered craft, such as canoes and rafts, on designated waterways, where a ceiling of 0.5 per mille applies.
Fines reach 100,000 CZK for driving a small or recreational craft under the influence, and you can be banned from boating. Police and the State Navigation Administration carry out random checks. Of all the rules on this page, this is the easiest wipeout to avoid.
Our verdict: small motor, lots of quiet water
So, how does Czechia treat electric boaters? Well. Under 4 kW and 1,000 kg, there is no licence and no registration, and up to 20 kW the M20 licence needs only a theory exam.
The 122 waters closed to combustion engines are the real attraction. Keep the beer for the cottage, check the local rules for your reservoir, and enjoy the quiet.

Questions
Do I need a licence for an electric boat in Czechia?
Not for a small craft with a motor of up to 4 kW and a total weight, including load, of up to 1,000 kg. The driver must be over 15. Above that, you need at least the M20 licence for motors up to 20 kW.
What is the alcohol limit for boating in Czechia?
Zero for motorboats and pedal boats. A 0.5 per mille ceiling applies only to some unregistered non-powered craft on designated waterways.
Where are combustion engines banned in Czechia?
On 61 reservoirs and 61 river stretches listed in Decree 46/2015, including parts of the Labe, Jizera, Ohře, Morava and Dyje. Hybrids count as combustion.
Are electric boats allowed where combustion engines are banned?
The decree bans vessels with combustion engines and does not regulate pure electric motors. Local rules for each water can still apply.
How old do you need to be for a Czech boat licence?
16 for the M, M20, S and S20 licences. The M24 licence for boats up to 24 m requires age 20 and four years of experience.
