Eight knots near the shore: electric boat rules in Croatia
Last updated 2026-10-12

At a glance
| Licence | Required to operate a boat. As of 2023, even boats up to 5 m and 5 kW needed one. A proposed exemption had not come into force then. |
|---|---|
| Near the shore | Max 8 knots within 300 m of the coast, in narrow channels and near ports. Planing only beyond 300 m. |
| Jet skis | Lifejacket, helmet and kill cord required. Planing only beyond 300 m. |
| Insurance | Liability insurance mandatory above 15 kW. |
| Safety tax | Annual, for boats over 2.5 m or with more than 5 kW. |
| Tourist tax | For boats over 7 m. |
| Electric craft | The jet ski definition in the boat regulation names a combustion engine. How electric jet craft are treated is not confirmed. |
Croatia has islands, clear water and busy summer anchorages. Charter boats share the coast with swimmers, divers and paddleboarders, and the rules are written for that crowd.
For electric boaters, the main points are the licence, the 300 m line and a handful of taxes. Croatia is also one of the few countries where even the smallest motorboats needed a licence when we last found a clear statement of the rule.
We went through the regulation, the safety rules and recent guidance so you know what to sort before you cast off.
Head out with papers: the licence
Croatia's boat regulation requires the operator to hold an appropriate certificate of competence (NN 13/2020). In February 2023, Lider reported that Croatia required a licence even for the smallest boats, up to 5 m long and with up to 5 kW (Lider).
A change was proposed in 2022: people over 18 could rent a crewless boat up to 5 m and 5 kW without a certificate, within 500 m of the shore. As of that report, it had not been signed into force. We could not confirm whether it has changed since. Ask the harbour master's office or your rental company before you go.
The 300 m line: no dropping in at speed
The maritime safety ordinance sets the core rules near the coast:
- Within 300 m of the coast, all craft move with special caution and at no more than 8 knots.
- The same limit applies in narrow channels and near ports and anchorages.
- Beyond 300 m, motorised craft may plane, unless a local ban applies.
- Speed must be chosen so that wash does not endanger others or the coast.
Paddleboards, kayaks and similar craft may be used from sunrise to sunset within 300 m of the coast. Keep at least 50 m from diver flags and buoys (Giornale della Vela).
Jet skis: helmet on
Jet ski riders must wear a lifejacket and a protective helmet, and the kill cord must be attached while under way. Jet skis may plane only beyond 300 m. Harbour master's offices can set further limits, and inspectors run regular checks: one operation near Rijeka in July 2026 recorded 13 violations among 81 vessels checked.
One detail for electric riders. The boat regulation defines a personal watercraft as a craft under 4 m with an internal combustion engine and a water-jet pump (NN 13/2020). An electric jet craft does not match that wording. We could not confirm how Croatian authorities classify one in practice, so ask the harbour master's office.
Insurance and taxes
- Insurance. Vessels with more than 15 kW of propulsion power must have liability insurance under the compulsory insurance rules (NN 13/2020).
- Safety tax. An annual tax, expiring on 31 December, for boats over 2.5 m or with engines above 5 kW. Paid at the harbour master's office or online through e-Nautika.
- Tourist tax. For boats over 7 m, as a lump sum by length and days or per person per night.
Carry ID, proof of ownership or the charter agreement, and proof of VAT status for EU boats.
Anchoring: give the swimmers room
When anchoring, keep at least 150 m from natural bathing areas and 50 m from the edge of equipped beaches. Boats up to 15 m keep at least 50 m from the shore. Do not moor to navigation marks or over cables and pipelines.
Our verdict: plan the paperwork
So, how does Croatia treat electric boaters? Like everyone else. A small electric boat still needed a licence when we last found a clear rule, the 300 m and 8 knot line applies to all, and the taxes start at 2.5 m.
The upside is quiet water once you are past 300 m. Sort the licence, pay the safety tax, keep below 8 knots near the coast and check how an electric jet craft is classified before you ride one.
